In 1999, Rep. Frank Wolf and Gov. James Gilmore announced their proposal to widen I-66 inside the Capital Beltway to relieve congestion. The proposal could add one west-bound and one east-bound lane from the Capital Beltway to the Theodore Roosevelt Bridge.
