The Arlington Coalition for Sensible Transportation (ACST) was formed in November 1999, after proposals were made to break the Coleman decision and add lanes to I-66 in Arlington, VA.
The mission of ACST is to educate the public and policy makers on the facts pertaining to local, regional, and state transportation issues in order to ensure that changes to local, regional, and state transportation plans and any significant expansion of road capacity affecting the Arlington and Northern Virginia area (including any widening of I-66 inside the Capital Beltway) occurs only if it is part of comprehensive local and regional transportation plans that:
- assess local and regional transportation needs;
- consider all reasonable alternatives (including public transit, pedestrian, bicycle, and other alternatives);
- preserve quality of life and community integrity;
- minimize impacts on the environment;
- are viable for local communities as well as the entire region;
- are cost-effective in the long term;
- are made with community consensus.
